The construction of any new building on a vacant block does require a building permit. In many situations a planning permit may also be required.
Before you purchase land, it is advisable that you check with EGBP to ascertain the acceptable purposes to which your land can be used and then the likely parameters around the structure that you can build. Beyond limitations on the usage of the land (e.g. residential vs commercial) there could be restrictions covering height limits, car parking, setbacks, plot ratio and so on. There could also be easements, covenants and 173 Agreement requirements on the block which may involve additional limitations.
